The Intermunicipal Assembly is the deliberative organ of the Community. It is composed by 41 members, elected proportionally by each of the municipal assemblies of the municipalities of the Community, as follows: three in municipalities up to 10,000 voters and five in municipalities between 10,001 and 50,000 voters, reflecting the regional political balance.

The current constitution of the Assembly is as follows:

• 21 members of PS;
• 17 members of PSD;
• 3 members of  CDS/PP.

The work of the Assembly is conducted by a table, composed by the president, a vice president and a secretary, elected from among its members.
The Assembly has three regular sessions annually.
